烏克蘭、俄羅斯即將在本週二(29日)赴土耳其伊斯坦堡進行第四輪停火談判，最新傳言顯示，俄羅斯屆時不會再要求烏克蘭「去納粹化」(denazified)，也願意讓基輔政府加入歐盟，前提是烏克蘭須保持軍事中立，不跟任何人結盟。英國金融時報28日引述未具名消息人士報導，莫斯科和基輔正在討論停火事宜，烏克蘭將放棄加入北約(NATO)，交換安全保證及加入歐盟(EU)的可能。消息透露，草擬的停火文件未涵蓋俄羅斯一開始提的三大訴求，也就是烏克蘭應「去納粹化」、「去軍事化」(demilitarisation)，並立法保護烏國境內俄語。烏克蘭談判代表、國會議長David Arakhamia受訪時表示，雙方快要對安全協議及烏國加入歐盟的提議達協議，但大家仍須謹慎。他說，所有議題從一開始協商時就有討論，但每個項目都存在未解難點。報導引述另一名消息人士指出，無論是軍事壓力、或是基輔去軍事化的要求，俄方立場幾乎每天都在變，這讓烏方感到憂心。
