日本最快12月向國會遞交為補貼晶片新廠的建設作業制定專屬法規的議案
疫情爆發後，全球汽車等重要產業普遍面臨晶片短缺干擾，各國開始將晶片視為攸關國安的問題。日本政府已著手為補貼國內先進半導體新廠鋪設法律根基，第一個受惠的預料會是台積電預定於熊本縣創立的晶圓代工廠。日經亞洲評論在11月8日報導，日本政府最快今年12月就會向國會遞交變更法條的議案，為補貼晶片新廠的建設作業制定專屬法規，以提高國內晶片供應量。報導指出，日本政府計畫更新一條目前僅適用5G無線網路開發計畫的法令，劃定半導體為需要優先開發的最新領域。如此一來，政府即可依法從2021會計年度的追加預算案提撥上億美元，在「新能源產業技術綜合開發機構」(New Energy and Industrial Technology Development Organization)底下創立一個專門的獎勵基金。據報導，法令要求，符合資格的廠房一旦開始運作，須維持穩定的生產、投資及科技研發活動，並應政府要求，在供給短缺時提高產量。業者也須遵守法律、防止機密技術外洩。
