《路透社》報導指，就俄羅斯要求「不友好」國家在購買俄羅斯天然氣，必須以盧布作為支付的問題上，歐盟態度上似已有軟化。歐盟委員會於上周四(21 日) 發布的文件稱，在不違反制裁規定的同時使用盧布向俄羅斯支付天然氣費用是可行。另外，一直口硬的英國亦轉口風，英國財政部於上周五(22 日) 公布的一份文件顯示，已向俄羅斯天然氣工業銀行（Gazprombank）子公司授權於 5 月底前使用盧布支付俄羅斯天然氣款項。
