法國財長證實，歐盟正在討論禁運俄羅斯原油。摩根大通指出，倘若歐盟即刻宣布暫停進口俄國原油，油價將飆升至空前新高、每桶恐達185美元。ZeroHedge、Business Insider、Oilprice報導，摩根大通於週二(19日)出報告指，倘若歐盟即刻全面禁運俄國原油，每天將有400萬桶的俄國原油無處可去，布蘭特原油將升至每桶185美元。此一禁令會讓俄國原油沒有緩衝餘裕，無法轉道賣給中國、印度、或其他替代買家。19日布蘭特原油收在107.25美元；和此相比，185美元的油價，相當於暴升72%。然而，即刻全面禁運不是摩根大通的基準預測情境。摩根大通估計，要是歐盟像對付俄國煤炭一樣，對俄國原油採取漸進式的禁運，油價不會比當前水位高出太多。歐盟的俄煤禁運令4月初發佈，8月才生效。
