G20峰會上各國合作達成全球稅改協議
日前在羅馬舉行的二十國集團峰會中，全球主要經濟體領袖正式就全球稅收更改協議達成共識，支持針對跨國企業等大型企業徵收最低15%稅率。此協議共有約136個國家簽署，這些國家加起來共占全球圖內生產總值90%。
據路透社透露，這項稅務協議是由美國提出的，美國政府一直以來對大型企業所上交的稅額深感不滿。從1980年至今，全球主要經濟體將低企業稅率作為吸引國際投資、擴大本地企業規模和就業率的重要手段。全球企業稅率長期下降甚至零所得稅，給予跨國公司帶來極大的避稅空間，只有少數低稅經濟體能從中受益，但多數國家和地區的稅收受到嚴重損失。而當中最積極提供低稅天堂優惠的愛爾蘭等國在這次決定加入協議後，成功杜絕了漏洞，確保了15％GMT成功的前提。
國際稅收體系改革成功的關鍵是因為經濟合作暨發展組織（OECD）協調超過一千個大企業與政府對話後形成的雙支柱方案。第一支柱將建立關於繳稅地點的新規則，以及國家之間共用徵稅權的全新方法；第二支柱則是透過設立全球最低公司稅率，解決跨國公司將利潤轉移至低稅或免稅地來逃避稅收的問題。
美國財政部長耶倫在推特上表示，美國企業和工作者將會從這項協議當中獲益，因為各國政府的降稅競賽而導致稅基流失，迫使各國政府對其低收入的工薪階級徵收更多的稅金，導致貧富差距加劇。儘管很多位於美國的大企業也將會支付更高的稅。這協議將會終結企業稅率競相逐低的惡性競爭。
